Text includes the stunning and often baffling doctrine, that many of God’s works (as in 28:18-21) are all too often “strange” and “alien” (to us) when compared to God’s otherwise “comforting” words as in 40:1. Luther used this text in support of the distinction he saw between God’s (condemning) Law and God’s (merciful) Gospel.
