Text continues the oracles of “Third Isaiah” (Ch 56-66) written after the Babylonian Exile, perhaps as late as c450, in the ongoing struggle to rebuild the Temple. The prophet reassures Israel (wherever they may be in the now emerging Diaspora) that Judea and Jerusalem will be the center of God’s refashioning the entire creation in fulfillment of God’s promise to Abraham in Genesis 12:3.
